A lot of artists have had number 1 singles, followed fashion trends (not set by them but followed by them like Rihanna always has), and have come and gone in this industry.
It doesn't make them a legend. A legend stands out from their contemporaries. It doesn't chase whatever sound and look are hot at the moment. And no offense but that has been Rihanna's entire career thus far.
Like Katy, she's able to adapt to industry changes by remaining pretty safe/radio friendly in her sound, but that doesn't make her a legend.

You're smart comparing her to Katy at the end otherwise I'd stopped reading.
I think you confused an adjective "icon" with "legend", because a person, who's icon
stands out from their contemporaries and stay with his/her sound and look for a long time.
Yet again, "legend" comes to the "eternal fame" and people on ATRL mistake these words with each other.
Okay, she's not that famous like Madonna and Britney, maybe has not that impact like the first one,
but she's on her way to that. I don't see anyone (besides Beyonce) who can compete with her at the moment.
