No where did he say that the US, UK or any country planned or took any action to create those specific protests. The SYRIAN PEOPLE, found a voice and decided to act on their own. "The West" doesn't have mind control powers.
If Assad had not tried to exert his control on the people, it wouldn't have escalated to this. If if he wins the war, he needs to resign and let the people choose who they want to lead.

Clinton didn't do anything about Rwanda because of the ramifications of Black Hawk Down. Military conflict has to be passed by Congress, and Congress' constituents did not support any kind of military activity in Africa after that incident.
