If you are smart enough and have good grades. Getting into a top school means you won't pay any tuition. So any top 20 school especially the ivies will pay for your tuition if you meet the financial requirements. Which are relaxed.
Also state schools aren't very expensive but are harder to get into. California has the best state schools.
Because you're international it can be easier since you're bringing in diversity to the campus. Also pay attention to where you plan to attended. Cities like LA and NY are very expensive.

ermm unfortunately not really... I got into an ivy and they only gave me $8k in financial aid

(of the 62k)
like i'm not poor, but I'm also not rich enough that I can afford all that..

my parents make good decent money - middle class - but also have a mortgage and lots of other things to pay for

..
