Quite a few of the artists you mentioned (Bob Marley, Led Zeppelin, Nas, Jimi Hendrix) never got a #1 single, either.
ATRL glorifies #1s in the same manner and being #1 certainly isn't automatically indicative of being the best or of high quality or even memorable, for that matter. Grammys and success typically go hand and hand and some people just feel that having success + recognition matters more than having highest peak position at some point. It's not that deep.
