To me, the difference is this:

Legend: If a certain artist died today, will their music and impact live on? If so, I think this makes them legendary. Britney will always be remembered as the Princess of Pop. People will always try to imitate Christina's vocal runs. Mariah, Whitney, Celine, Madonne etc. are all certified legends already.

Icon: Their hot hits will be missed, but definitely not remembered (Rihanna, Katy, Kesha, etc.) You have to build and work on your craft to become a legend. You have to build impact.

Legends are people like Elvis, Beatles, Michael, Madonna, etc. Britney,Beyonce, Rihanna, etc. are icons. most of the other pop girls are pop stars nothing more, nothing less.

Nearly every pop star stereotype or cliché stems from Britney.
Although she may not be as "artistic" as other legends, Britney redefined what it is to be a pop star.
