That is a case of developers not wanting to optimize a game for a system and cutting corners so porting is easy.
Without even going into technical details, the Wii U is definitely more powerful than the PS3.

No I'm basing it on an article in which people took apart the Wii U and said it runs slower than the PS3 & 360 chips.
The Wii U is capable of better graphics, but because it's slower it can't run games with higher textures. The same thing happened with the iPad 3 & iPhone 4. The speed of the phone wasn't fast enough to run games in Retina resolution.
The Wii U is capable of better graphics, BUT because the speed is isn't as fast as the PS3/360 the resolution of the games often suffer meaning that to achieve better graphics, games often have to be simpler in detail.
It just depends on whether or not the developer is keen to simply the textures like they did below.
