The best lyricist imo is
Ray Davies of The Kinks. He's not only a great storyteller, but his master use of metaphors is brilliant. He's less philosophical and exotic than John & Paul, but his lyrics touch on contemporary social issues much more. His concept albums were not well-received due partly to the departure from the band's style, but I think the storytelling in those, especially Soap Opera, is breath-taking.
And apparently, he loved to drag hipsters a lot, as seen in this iconic song:
