Being passionate about issues isn't enough to hold an office. I mean, a mayor alone has to create legislation, be directly involved in the community, recruit business, create a budget, etc. That list becomes even longer if we are talking about major offices like a Representative, Senator, Governor, etc. I'm not saying that a pop star couldn't do it, I just think that they would need a lot of help along the way.
And no, not everyone who runs for office is a lawyer, but most of them have at least some political experience.
