I totally agree that she needs to scale it all back. She struggles with editing and the only reason why it seems more of a problem now compared to then is that she kept her look more consistent and that we were all energised to follow the fast pace. Now that things have slowed down, she should slow down with it. She doesn't need a makeover with every single, or new styling for every appearance.
If I were her, I'd have chosen a simple, consistent look for the entire campaign. Position herself as a blank canvas for the ART - wearing white most of the time and keeping the blonde 'default' Gaga hair throughout. Staging would be white, clean and simple, allowing for key props/whatever to be highlighted. Like a gallery.
If she does ARTPOP ACT II, I'd strongly suggest that. However, if she wants to differentiate it as its own era, then give it a different look and keep that consistent so people accept it as identifiable in the long run (what she wants).
Personally, I think she should save the drastic change in look and approach for the next non-ARTPOP album. Go brunette, stay brunette and strip it all back etc.
