Katy and her label were alledgly specifically aiming for that record with Part Of Me. They released the song to digital outlets on a Saturday without releasing it to radio, so the song had no airplay and less than a day of sales hoping it would debut on #100 - #98. They released the song on the Monday to radio with a radio deal and Grammy Performance, but the song failed to debut on the hot 100 that week, but debuted at #1 the following week.
It makes no sense to release a song on a Saturday, especially when it leaked 8 days before. They came close though... I think it was #2 or #1 on hot 100 bubbling under charts.
