For a song to be a flop it has to not make an impact. I don't believe a song can flop make an impact. Any song that makes any actual change in the world is a success, even if not sales-wise.

Well, I don't really consider 'Work Bitch' or 'Run The World' flops really due to the fact that eventhough they underperformed, everyone seems to know it. So I don't know how a flop song can make an impact.
