I'd say they're about equal. Rihanna's fame is spread through more years, but Katy's is especially concentrated around the Teenage Dream era.

Birthday Cake was never fully released to iTunes and yet still went platinum (platinum off a SNIPPET). It was most definitely considered an urban hit and so was Pour it Up. Right Now, Cockiness, Talk that Talk, Raining Men- all didn't have videos and very little promotion. And statistically Rihanna will have more flop singles than Katy because Rihanna's released A LOT more singles than Katy- not all of them are going to be hits, although many of them obviously are. Let's see where Katy's at after she's released her seventh album.
