I think ARTPOP is better. But this will be full of subjective opions and bias so you really can't tell which album has a better qulaity.

Edit: But i have to say neither deserved that score. I liek Both albums alot and they are both underrated by critics

Prism was bland and an attempt to appeal to as many as possible, it may be successful but it was a decline from TD in quality.

Artpop is much better bet then I am a gaga stan so ofc i would say that.

I will say it time and time again though most of the critics said it was a good pop album, they just didn't see how it was art. I think if it was called something else it would have had at least a slightly higher score.

I prefer ARTPOP, I feel like it comes off as a more personal album and I like that.

PRISM feels like another pop album.

ARTPOP is way way better.

ARTPOP took a lot of risks and failed, but made some great standout tracks and some awful tracks. Prism took very few to no risks and served solid yet predictable pop. They're about the same, but very different.

Of course Prism is much better. No question.

I think a lot of Prism is generic. It's good, don't get me wrong. But it's very safe and very typical of the pop genre.
And ARTPOP is very faux-experimental. It's still pretty good, but it's the basic EDM sound you can find on Confessions On A Dancefloor.
So with both you have a good sound, but pretty basic music.
