No! She's already kinda irrelevant so disappearing from the public eye again would be a horrible idea. She does need to work on a new album ASAP but she can still make appearances here and there. Perhaps do another fragrance or feature on someone's song or something else to keep her name out there.
Not saying you should let others determine your taste in music, but clearly there is a huge problem with Gaga musically (in fact, I'd go as far as saying it's her biggest problem right now). Online reception to Gaga's last two albums has generally been poor. Another bad album and the public might lose faith in her forever. Perhaps they've already lost faith...

The music is the problem too. Almost every song has some kind of flaw that's holding it back

Nobody forced her to let Madeon produce a terrible noisy instrumental for Gypsy instead of letting someone capable produce it.

2014 will be Gaga's year. She will have a #2 hit, a 80m+ grossing tour, and ARTPOP Vol. II will open with 300k in sales at #1 and receive a 70 on Metacritic.
Gaga's will also be a married woman by the end of the year, and possibly pregnant.

Like I said, online reception of the album has been negative. I've played a few songs to people who are indifferent to her and they didn't really enjoy it. This whole "everybody is against her111!!!" attitude needs to stop. Both her fans as her fans need to realize that she has declined really fast musically.
