I think the only gender ratios that exist are either 50/50 or 87.5 male / 12.5 female.
And, I could be wrong, but as far as I know all starters have the latter.

All I know is that for scizor Bug Bite would be better than X-scissor IF you can get it. It's only available through transfer, so getting a legit copy with perfect IV's and Bug Bite is near impossible. Bug Bite is 60 power, so technician boosts that to 90.
U-Turn is an often used move on Scizor, but not very often in combination with another bug move such as X-scissor. You could try to get Superpower or maybe even something like Aerial Ace (gets boosted with Technician too).
Bullet Punch is a must. Roost is often used too but it depends on what role Scizor will have in your team. You could think of using Swords Dance instead, then sweep with STAB Technician Priority Bullet Punch.
