We do seem to have this happen quite often; and each time they do seem to get off scot-free. Yet there's more to it than them being murderers in disguise; that's an incorrect assessment.
The issue is more that many cops do not go through enough necessary training frequently enough. It's common for cops to end up getting in over their heads in high pressure situations; and the lack of proper training for these confrontations causes it. Also not enough rigorous screening of those entering the field is done; allowing people who are more skittish and overzealous into the position.
Past that there is simply too much kinship between officers sometimes for them to properly deal with one of their own making a mistake. The knee-jerk is to defend and stand up for an officer who is in the wrong because you believe he's a good guy. And this has become so frequent and so strong, that there has essentially become no checks and balances in the system itself. Attempt to ask for a complaint form at a police station and without even saying who you're going to complain about they will be very quick to get defensive of one another. The citizens need to be a check and balance of the state; but they really don't have the ability, especially since the police force and political justice system have become so intertwined.
