I actually think her best move is to keep catering to her niche base and experiment on the artsier genres of music. Something she clearly loves doing. Her awesome voice is great for say, a hard rock album.
The GP is an uphill battle and it seems her heart isn't into placating to the masses anyhow. Her image and audience are now very counter culture focused. No sense in backtracking. Better to just move that direction.
When she calms down on the social media policing and can handle criticism better, she can release an album that is fearlessly uncommercial and hope something there crosses over to pop without making the overt intention known.
Her best move is to release one more single from Artpop such as Gypsy or Venus to hint at the new direction and then create a "bridge" that way.
The monsters are passionate and will clearly support her deeply, no matter what direction she takes. But she needs to come to terms that the GP has left her. And work with what she has.
