I mean, NA has gone a while since she toured - whilst it's not been that long since BTWB for everyone else. That may not be good news when combined with an under-performing album.

Not really. She wouldn't tour Europe till later this year, which would be 2 years after the last tour. I don't see anything wrong with that.
And what makes you think we would get hits from Act II? Also I want to hear (most) Act I songs on tour and I don't want them to get ditched just because she couldn't stick with it.
If she really releases Act II it just proves she didn't believe in Artpop which would disappoint me.
It wouldn't surprise me though.
