They can belong together, but if she wants them to belong together in an easily digestible package for mass consumption, it has to be POPART and not ARTPOP. The "GP" simply aren't sophisticated or invested enough to 'get' it - they want their entertainment to be entertaining, not challenging.
I think she just needs to find the balance and get her ART kicks elsewhere, where those who seek it can find it whilst those who don't aren't put off by it.
Not to get shady here, but it says a lot that people are going around saying BEYONCE is true ARTPOP. They don't want "ART" in a 'stuff you might see in MOMA' way. They want "ART" in a 'pretty visuals that'll look good on my Tumblr' way. Enhancement of the music, accompaniment of the music...not something fighting with the music for attention.
All she has to do is EDIT. Visually appealing videos + visually appealing outfits - unappealing stunts = success. Save the oddities for tour interludes and exhibitions/side projects.

Well, it depends on how bad she wants pop success. ACT II will be very telling. More so than ACT I, as this will now be a direct response to underperformance. Will she fight? Will the label control? Stay tuned.
I don't think she's done. She's far too good a popstar to put out to pasteur. It's just a question of whether she'll bide her time and have a comeback in future, or if she'll fight for it now.
Sidenote: popstars disappear largely because of being dependent on others, not because their material is subpar. If you flop, your budget is cut and if your budget is cut then you don't get the hits or the hitmakers, so therefore your music is subpar and you continue to flop. Gaga doesn't need the budget for hits as she writes them herself, so she can hover around waiting for the right song to be written whilst most of her peers will be handicapped without budget for hitmakers.
