There is no formula as to what a decade is remembered for. Generally speaking the beginning of the decade will still have a lot of influences from the past decade as trends usually take a few years to fade away, but other than that it all depends on what happens that is significant during that decade. It could happen near the beginning (example: the 1940s pop culture being influenced by WWII) or the end (example: the disco movement of the late 1970s).

1983-1986 Music getting pop , MJ Madonna flashy etc
1993-1996 Gangsta Rap, R&B, Alternative/grunge
2003-2006 Urban pop/Ringtone rap /emo

I feel like electro-pop is replaced by ballads and R&B in the middle and late 2010's . Of course there are exceptions (Martin Garrix- Animals, Avicii - Wake Me UP or Lady Gaga - Applause), but generally electro-pop is dying

it def is here right now, r&b/pop is getting more laid back

Well generally trends doing just come and go quickly, so the middle of the decade will have more of a "decade average" / "decade feeling" in regards to the style as it is sandwiched between the first third and last third of the decade, but it's important to note that 2/3 of the decade is being dismissed here. I think if we didn't keep time as we did then we'd be seeing this differently.

But since the 80s its always been the same

2003 - 2006 were my upper grade years of elementary school, which were better than my lower grade ones in my opinion. It was also the last 3 years I considered myself innocent.

I don't think so because realistically, early 90s was just as interesting as late 90s.
Early 2000s was better than late 2000s but 2009 was a really interesting year for music alone.
2010 - 2013 has already had it's own ups and downs sequence. 2010 being great, 2011 being okay, 2012 being trash and 2013 being almost a complete 360 from 2011/12. But even 2010 - 2013 has been a whole radical change from 2000 - 2008.

It really depends. We would have to go back to like the 60s the go forward to get an accurate scope of how true it is.

I think the worst is always the first years, look at 2012, 2013, it was horrible (there are exceptions tho)
