I know everyone probably says this to you but I can't stress how true it is..
Like, everyone's going through the same thing as you. Nobody knows anyone. Everybody wants to make friends.
What I did when I found out my accommodation I went on the accommodation page and saw that a girl had posted she was living in the same flat as me, so I commented like "me too!" and she added me right away. We only chatted briefly about when we were moving in etc etc.. That helped a lot.
And when I arrived, I just put my stuff in my room and didn't bother unpacking right away, and went into the common room/kitchen and she was sat there and it was fine! We just started chatting about who else we were living with (I hadn't met them yet) and stuff like that. It's totally fine. Also you need to remember that when you move in, it's freshers right away! You're so so busy you don't really have time to think about things being awkward. There's so many little things you do with your flatmates like signing up to the doctors, going to the shops, stuff like that, you don't even think that you're with a new group of people. I promise it'll be fine. It felt so natural which I wasn't expecting.
edit: I'm not sure if that even makes sense to someone who lives in America but oh well
