DWUW is late because Gaga was creatively impaired by people who only wanted success out of her and didn't let her do what she wanted; she was given just a week to make the final product and therefore didn't like the final product. It's still on the way.
Her Twitter and LM.com name is now "Goddess of Love" and recent imagery suggests "Venus" as the next single.
The next few months are allegedly the "true" beginning of ARTPOP as she originally envisioned it.
Act II's status is unclear but as of the last update she was still planning to do it.
