The fire department was already working on the situation when he first tweeted. Him and his family were outside on their balcony because the hallways were already too full of fire and smoke to leave. One of his tweets said the fire started a few floors below them so if they had tried to go downstairs they surely would have gotten into an even worse situation. At least staying put on the balcony they could breathe and still be seen by the firemen down below.
