Not really. She's impacted the R&B/Pop girls who want to have crossover success, but there's only 1 Beyonce. She hasn't made much of an impact on Pop culture (from what you can see in success to other songs and pop stars) cause she can be imitated but never duplicated. Sometimes we see impact because a successful single spawned numerous clones. Her music has spawned clones but none have been successful because they can't pull it off like she can. So while there's been impact, there hasn't been any noticeable impact because those who try fail.

The video had not that many views on YT. It exploded after the VMAs. The song itself was overrated.

An argument could be made that Beyonce is the one who popularized the heavy Urban/Hip-Hop driven backing with R&B outside of the US. "Deja Vu", "Drunk In Love" (in time), and CIL just to name a few.
