People of any race can be "racist" against an individual of another race. The functional and vital difference is that "white people" outnumber everyone else in the most of the richest parts of the world and have the bulk of the power and influence in some additional areas beyond those, and thus their prejudices have a materially negative impact on the other groups that the other groups can't have on whites, due to lack of wealth and power.
