I'm pretty sure the whole tattoo thing was intentional. For the song, she's said it shows that it's "okay to be yourself". Tattoo's often seem to be portrayed in a negative light by some, so she's stripped off those tattoo's in the beginning of the song to fit in with what society expects from people, if that make sense. By the end of the video, she has the tattoo's back, which shows to me that she doesn't need to fit in with what society expects from people, and that she proudly wears those tattoo's.
