However, even though TLOU had the best soundtrack of 2013. Journey for the PS3 has one of the best of all time. Even better than TLOU I believe.

Journey is the definition of ART. I remember that the soundtrack went quite high on iTunes

I don't even play new gen games that much. But GOW has seriously one of the most beautiful OSTS ever.
Besides that, Castlevania: SoTN, Valkyrie Profile and Silmeria, Final Fantasy IX, X and XII, Vagrant Story.
