I think Buffy was great in tackling all kinds of storylines and taking much more chances. Plus SMG was flawless.
Angel had much better character development than Buffy especially in the case of Cordelia Chase (excluding season 4). It's amazing to see how that character grows as a person. Angel also changes through the series going from very distant and closed off to smiling and laughing at times.
