I'd understand the outrage if she'd put that sample at the start of Partition or Rocket...but it's XO...a song about loving before it's too late.
I doubt she could have used that sample without some sort of clearance.
XO is like the perfect song to use at the end of a cheesy romantic comedy. The female lead running in some crowded place to her lover and leaping in his arms for a passionate kiss while the "you love me like XO" bit blares in the background.

And most of the people suddenly saying they hate the song are only saying it because they think it seems right to say so now; they're like "Controversy? Lemme jump on the hate wagon". A mess.
BEYONCÉ is basically a sex tape with 9/11 video in the background and other insensitive references to all kinds of tragedies. This is the filth that receives "universal acclaim" these days. How far we've come as a species.
She had better used the footage of the helicopter who decided to shoot random Irakis to pulp, no one would complain, no one would care at least no one from the NASA who killed the Challenger crew.
