Is it possible for cities to not age a bit for a decade or two?

I'm watching The Secret World of Alex Mack right now on TeenNick. The show happened to be filmed in my city of Santa Clarita. And I swear, the areas they shot out here haven't aged a damn bit and it's almost 2014. Well, maybe Valencia hasn't. But yeah.

Is it possible for cities to not age over the years?

Dubai got younger.

New York City












It's still as dangerous and sleazy as it was in the 70s and 80s.
