1) If they've been around for a decade, then yes, they do know that it's not harmful since it hasn't harmed anyone.
2) What damage has it caused people who live there? Fear does not count when it has given them no real reason to fear it other than just being there.
I really don't get why everyone is so creeped out by this. Like, it's pretty cool, not creepy.
