In your country when is it sociably acceptable to drink alcohol and/or smoke cigarettes ?
In France drinking and smoking is almost acceptable for 14/15 year olds

But my parents introduced me to alcohol when I was a kid, as do most hispanic households, so they don't care as long as I'm not getting wasted every weekend

It depends on what school you are, lower education smoking is socially accepted when you are 14-15. On my school however, it's accepted when you're about 17 years old.
In South Africa you need to be 16+ to purchase cigarettes and 18+ for alcohol, but there's NO strict policy on that because 12 year olds buy their **** themselves and drink & smoke it.

Also in my country, 12 year olds these days don't dream about having a successful career/job. They dream of going to The Netherlands where they can smoke weed freely
Well I don't know about what's socially acceptable (outside of the law, I guess it depends on what parents let their kids do), but where I live it's 16 for smoking, and you can't actually purchase the cigarettes until you're 18 I think. I don't smoke nor do my parents or close friends so I'm not 100% sure on that. For drinking it's 18 and 18, for legal consumption and purchase. I'm not sure about the rest of Australia though, but I think it's the same.
A lot of young people start drinking and smoking when they go to 'high school', when they're 12/13.
Just like Swine said, on lower education you're 12/13, higher education 16/17.

I'd deem that at 12/13 in cases of alcohol consumption; smoking around 16/17.
Parents must teach their children from an early age how to use substances safely.

I find this more important than actual prevention because they are going to do it if parents like it or not ....
