Billboard does change the rules sometimes to preserve some records. They counted GGGB's #1 - including the release's - but all of a sudden changed the rule saying that "reloaded albums don't count" when Katy surpassed Michael
You need drive to put out new albums yearly. Her label isn't forcing her to do that.
