Unapologetic is better than Talk that Talk as a whole. While TTT may have better highs (WFL, WHYB, DYT) it also has some of the weakest fillers ever : WAWL, Farewell, Roc Me Out, Red Lipstick. Had those 4 songs been cut and the deluxe tracks added to the standard it could be argued that it was her best album but those severely bring down the quality. Unapologetic just merely edges out GGGB and Loud to get the 2nd spot. Rated R remains unscathed. Hopefully the 8th effort can top it.
