While I do think Gaga's emphasis on "art-talk" made it more acceptable for other artists to talk about their work in the same way, I don't believe Gaga has influenced Bey anymore than she has influenced Kanye's approach to his own imagery or styling. It's not as if Bey stepped out onto an award show with colored hair and a cube on her head, switching looks between commercial breaks.

Bey described her work as art before the 4 era. For example, I remember watching the Video Phone BTS video, and she said she made art that day. She might be influenced by Gaga, but not in the aspect you're trying to bring up.

i dont know who grace is but it looks a lot like lady gaga (from the bambi awards and the paparazzi video of her on crutches) - if u look up the rest of the photoshoot it's even more gaga imo.
