Eh, if you translate the book to the movie very literally, there's probably not that much dialogue (especially compared to how much you'd expect to be given to Legend Moore). Plus splitting it into two movies would probably not give her much screen time in each installment.
Hopefully they don't do TOO much though, I'm already a bit apprehensive about how much material they're going to need to "invent" to stretch Mockingjay into two films.
