The point is Adam and Blake have really dominant personalities.. Christina and Cee-Lo do too. But Usher and Shakira are so demure and mellow. Blake and Adam really overshadow them then. So it just seems kind of surprising to make them seem like the focus of their season, when they came off as background players. But who knows, maybe this season Usher and Shakira will show more personality.

Shakira is a good foil for Adam and Blake, because her personality contrasts and complements the others. Use of a foil character is pretty typical in movies, cartoons, and books. She's also good for demographic reasons, because even though she was probably originally intentioned to draw in Latino viewers, women seemed to love her, especially the older, more traditional women who thought she was classy and kind (and actually valued that she was "demure and mellow").
The show is notorious for pimping the music careers of the coaches (and subtly guiding outcomes by placing favorite contestants to perform at peak spots in the show). Literally every coach, and nearly every mentor has performed one of their singles on the show,
except for Shakira, who hasn't performed a single at all. Heck, Christina has performed about 5 times in less than a year. Even 3 contestants from last season put out singles faster and used The Voice to promote before Shakira. lol
Considering Shakira has taken a back seat for a year and hasn't promoted at all--when basically everybody else has--it's understandable that the producers are giving her the spotlight.
