You could class the tour as promotion from here on out, especially in 2014 with the re-vamped tour, but this tour was not BEYONCÉ promotion in any shape or form
Firstly, she didn't even perform any of the album's new songs. The tour obviously promoted '4' and her other catalog material. Secondly, tour doesn't count as a huge promotion. It's not like she's been doing interviews and TV performances everywhere.

So? Why should this be different. The people who are dedicated enough to spent a tour ticket on you is not the audience you should target for promotion.

The hype was generated by the tour + video shoots that the media was always covering. Bey herself did absolutely no promo or even hint at there being a release.

It didn't have to promote her new album. It created an exposure obviously. It worked exactly like Britney's Crazy 2k tour before Oops...I did it again release.

Oh I see you are just looking for excuses here. So you're right, Bey had promotion. More promotion than an album announced a month in advance, supported by one or two singles and videos that goes with it, radio plays etc.
I think it was promo. I think the whole of 2013 was a brilliant promo build up to get people in like a state of NEED for new music. The superbowl/tour sure put her in the spotlight again.
