Alright so I went on twitter, and I found that someone I blocked refollow me from the same account. So I go to see if I can follow someone who blocked me, and it let me refollow them. I tested with 10 different people, and twitter search has a lot of other people reporting the same....

I think you are still blocked by the person. I think that just now you can still interact with them (follow them, fave tweets, rt, etc.), but you are still blocked.
Now, I don't think there is a way to know if you are blocked by someone.

I was indeed correct. Twitter has updated its blocking policy, if you could call it that:
