Do the police there even enforce old British laws like these? Maybe they should start so there's a backlash. Indian cities like Delhi need a Stonewall to happen already.

That India is not the same one that exists today. The article mentioned British laws, but it doesn't mention the fact that South Asia was ruled by Islamic conquerors for hundreds of years before the British arrived. Hindu cultures also revere women, animals and even promote sexuality, but sexism is rampant, animals are not valued and Indians become uncomfortable or even upset when the topic of sex comes up.
By the way, hijras are transsexuals, not homosexuals. It's normal to see them on streets and they're tolerated, but not revered. They're not mistreated because many Hindus are overly superstitious and think they'll be punished if they do.
