Because DWUW was released as a single before ARTPOP and was the second song available from the album. Unconditionally started climbing after PRISM was released and Roar was still Top 5, plus people who already bought the album didn't need to buy the song.
Yeah both single never really launched. My chart station is playing Dark Horse and increased Roar and Applause spins in the past week. Uncle is just kinda floating.

Sure. In particular BEP's My Humps did something similar (strong sales and airplay while it was just an album track) while they were trying to promote Don't Lie. They eventually just switched to My Humps and look how that smashed Dark Horse is COMING!
