Pretty much. I like Sara and all but she was just barely on the fringes of semi-relevance when "Roar" gave her third era second life.
I mean granted "Brave" peaked at (or around, I don't remember the exact position offhand) number seven on iTunes when it first came out and
The Blessed Unrest debuted at number two on the Billboard 200 so she wasn't exactly at current Keri Hilson levels of fadedness, but yeah, she certainly benefitted a lot from Katy kinda-sorta ripping her off.
