Every pop girl wishes they had as much promo as Gaga did for ARTPOP, they spent Interscope's budget for the entire decade with the BTW and ARTPOP release. That era isn't messy.
Releasing material, yet withholding videos all year long from fans, plus the horrible reviews of her tour + the under achieving of her WW gross, plus the Mac lipstick lawsuit, that funeral bill lawsuit, and that accountant counter lawsuit.

I think the fact that they spent so much on promo and it still was a huge underperformance is what makes it messy. Britney Jean was messy, but it was expected. The fact that nobody expected ARTPOP to flop is what makes it messier to me. ARTPOP was supposed to be Gaga's comeback, a huge seller, and it only damaged her image more. She lost not only to Katy (her main competition) but also to a former Disney girl who got naked and danced with midgets.
So-so music, no performances, forced Q&A sessions on twitter that probably aren't tweeted by her, and now her twitter account is tweeting links to the album multiple times per day. Like, do some real promo sis.
