Normally singles from major artists flop because a.) they aren't good/radio friendly or b.) they cba to promote, but none of those points apply to Unconditionally.
WHYB could have been so much more successful had the era been managed better. You can't deny the Prism era has been compromised by the underperformance of Unconditionally, and as I said, she may not be able to make a new album quick enough to keep up the momentum.
As BadBitch pointed out, the album is selling better than TD. Her momentum is fine.
That has nothing to do with anything seeing as it was easier to sell albums in the 90s and physical singles were limited to some extent.
If you want a more recent, contemporary example, Rihanna, following one of the biggest eras of her career, underperformed with Russian Roulette and bounced back with Rude Boy. Two years later, she netted one of the biggest hits of her career with We Found Love.

And you can't use the album seller excuse for both, as Katy has sold similar amounts as they have (counting Lady Gaga's recent album, and Rihanna's album patterns).

It's better selling atm because she's a bigger star now than when she first released TD. But I expect to see a sharp decline in Prism's sales early next year, which will fail to rebound. I imagine the total WW sales for the album will be 3-4 million. That is MUCH lower than TD.

Rihanna didn't even make a video for RN let alone promote it, and WN is doing as well as Unconditionally (pretty much) yet it's at the end of the era.
And Gaga was fading when she released MTN, that's why it flopped.
