It's the same with Jessie J and Becky G's "Excuse My Rude". It probably wasn't meant for Ke$ha or anything, but as Dr. Luke executively produces MCBL, it's most likely just one of his productions that was, at the time, unused. There are many instrumentals in MCBL which are probably snippets of productions of upcoming, rejected or never created tracks. Nothing to see here.
