That is not true. Sales counted for the Hot 100 formula, singles didn't chart if a physical copy wasn't available for purchase. There are many examples of songs with huge airplay in the 90s that went number one on the Airplay chart but didn't chart on the Hot 100 because of this rule: "Iris", "Don't Speak", "Torn" , "Lovefool", "Mr. Jones", or "I'll Be There for You".
One of Madonna's biggest songs, "Into the Groove" was huge in 1985, but it didn't chart because a physical single wasn't released in the US.
