It doesn't "call into question the company's commitment to LGBTQ rights". It just shows that they have common sense. They aren't actively making a political statement by removing the lesbian couple from the Russian magazines when they have even actively supported LGBTQ in the past, they're merely making a decision concerning their marketing campaign in Russia.
I'm sure they are thinking about legal issues as well. But the main motivator might be to not repel potential Russian customers who feel strongly about homosexuality. (Poor souls.)
It's sad, but IKEA is not to blame here imo, they are basically another victim. Every company has to put consideration for each local market's specific economic and social landscape first if they want to be successful there. That's how McDonald's conquered the world after all.
