Yes, but it's just as artistic as the music by any artist who puts hard work into their music. Gaga often makes it seem like she's the only one who makes art, it's kinda rude towards other artists imo.
All music is art thats not debatable so the people saying no are uneducated. Is ARTPOP her most artistic high concept record? No. Is it her lowest? No TFM was.
I think it's definitely Art, especially since art as a concept is so broad. However her constant need to label it as such as if the general public doesn't already see that she is "artsy" really brings down it's credibility. There is a reason why galleries only have a small paragraph printed next to a work for people who want insight and not huge signs and loudspeakers announcing the artistic rationale. And that is because art should speak for itself and generally won't be taken seriously if it's so pushed on us. So yes, she is making art. But no, she isn't making things that will be considered great art.
