Typically he does better with Katy BUT when he gets it right with Ke$ha, he knocks it out of the park.

The Animal and Cannibal singles (including Sleazy) are indicative of the magic that Dr. Luke and Ke$ha can produce together. I'm not entirely sure about Warrior's production credits but there's some serious gems there, too.
I'm not entirely familiar with Britney's production credits, either, but let me find out if How I Roll and Trip to Your Heart were produced by Dr. Luke. She'd win on principle that those two are flawless.
Just because Katy has the most success doesn't mean she receives "the best". She just has the best image.

I assumed the people saying Katy did, since it's so obvious his work with Britney is just in a completely different level.
