First off: Control was a breakthrough because of its themes of female empowerment, and Janet wrote on it and obviously some lyrics like Nasty came from her personal experience. Also, she produced together with them. They have chemistry and she has input.
Second: if props are to be given to producers but not to artists, Beyoncé's career would be nothing but performance. If Janet has supposedly no input, Beyoncé would have negative.
